if you’ve ever tried to upload a image from your computer. You might of seen the make this asset public so other people can use it box. If you check the box where does the asset go? Is there a secret modd.io asset library that I’m missing?

The box was originally for when anyone could contribute to the asset library and set a coin price for the assets. The public asset library was removed in 2019 (people were able to put any image they want, so there was nsfw, copyrighted or copied images, and meme assets). It was later replaced with the current asset library, and only modd admins or contributors of the game that controls it can edit the asset library.

why cant they just remove the element in the html code?

I’m not really sure why it hasn’t been removed. It might have to do with legal reasons (copyright/ownership stuff).
